Tips: This is one of the most difficult fish to catch. Try using Neptune's Sceptre, or, if you don't have banknote rods, the Silent Ninja Rod and stock up on Rainbow Lures before you try fishing. There will always be competition for the bait; expect to catch several Blowfish before you catch the shark. Most places only have the Blowfish as competition for the rainbow lure, but the majority have other fish competing for shellfish lures.
